Why is the file size limit 3 MB here but 4 MB on other boards on 4Chan? I'm just curious.

The reason is because /m/ is full of oldfags who would post full episodes of old anime if they had the chance. In order to prevent that, the filesize is kept at 3mb, which is just enough to keep a 20-minute long 640 x 480 video from being uploaded as a webm.

It is. .jpg .png and .gif are all 4MB while webm is 3MB except on /gif/ and /wsg/

The /m/ draws project off the top of my head uses an imgur gallery for frames.
