I think I know why the way Garo appears in GnT bothers me so much. At least in more recent seasons, the Garo armor always seems to be so shiny that it's luminescent. GnT's Garo is often cloaked in shadow and darkly colored.

"Garo" is the missing family armor from the Minamoto family.
The missing armor was protecting Raikou when he was a kid (Raikou has lost his consciousness, and the armor is in "Lost Soul"). Raikou has no Zaruba at the time.
Seimei has to remove the seal of Zaruba, so Raikou can summon the armor.
Raikou uses the katana from the Katsuragi family as his makai sword.
Kouga didn't use his sword to summon armor parts (in Demon beast of the White Knight)
Raiga doesn't need his sword to summon the armor (in pachinco MnH)
Speculation
knights don't really need their weapon to summon their armor.
Knights could use anybody's weapon as their default tool as long as they have been authorized.
Seimei puts a limiter on Raikou to prevent him from turning into Lost Soul, hinting when he is fully awakened his default Garo mode could be something close to Lost Soul. Something close to Raiga's.
Using Nakayama as both Raiga and Raikou should have some meaning.

Then he created jesus Saejima. At some point he just said fuck it and doomed the human side and have Yamitera.

So, you decide to use some old assets, Guren no Tsuki team. That should be good, right? And I remember how simular dragon gave Kouga a damn run for his money way back in the first season.
But of course you find a way to fuck it up and reduce it to goddamn MOTW - under Ashiya Douman's command no less - to show Raikou's new, totally not Goten-inspired finisher created by Seimei. That one-shots the dragon. Good. Fucking. Job.
I really start wondering now if watching it for Seimei will really be a good enough reason for me to continue watching Guren no Tsuki.

Currently he is stuck with people who are "good" at writing things like Garo, so he just went with it.

8 out of 10 times writers are writing stuff by the episode directors' request, and 9 out of 10 times the directors will make changes to the story and script for the end product.
Things may not look bad initially, but they just can't deliver it at the end.

And new Garo series already have started being pushed just like Kamen Rider; non-stop since MnH. The difference is only in number of episodes so far and I don't think that's a good thing in a long run. At some point it will start hurting quality of the series and I'm afraid that Guren no Tsuki may become this point - with some prior signs already present in MnH and GOLDSTORM.

The real Abe no Seimei is Abe no Grandpa here in Crimson Moon. Haruaki can be read as Seimei, so he's known as Seimei/Haruaki/Haruakira in the real world. They sort of wanted to play with the different pronuntiations in this anime, so they have Haruaki being called only that and Kiyome calling herself Seimei (but with different kanji than Haruaki) and Yorimitsu (whose name can be read as Raikou) being called Raikou also with a different kanji using it like an alias.
