Shit, if you don't know and need us to tell you then it clearly ain't her.
Real answer: Dianna Soleil. She starts out the show tired of being a figurehead ruler who spends the majority of her time frozen, only thawed out when her government wants her to make some speeches and think the public would benefit from her presence. She spends the majority of the show enjoying the small things in life and getting to actually live for the first time, while also being surprisingly badass given that she's not a pilot. She stands up to Corin's mobile suit with nothing but a rifle and regularly risks her life by placing herself as a hostage so as to equalize the sides, similar to how Loran uses the Turn-A. She ends the show on her terms too, giving up power to someone who's proved a worthy successor and who is willing to embrace the burden she grew tired of after years of relative service to live out her days (however you long think they might be) with the person she chose.
She was kind of naive and impulsive, but she was a good Queen and a better person. She won in the end and got exactly what she wanted as a reward for years of service. She also has amazing hair and a great sense of style. And that one guy on Gelbooru drew some fucking banging porn of her, even if there's only a handful of pics.
You can keep your Haman Karn, Dianna is my queen. She lived, she won and she did it all while being a good person despite nominally leading the Zeon proxy/antagonists. She didn't have to compromise her soul to lead them or win. Haman is a great character, but a lousy person. Dianna is both.
