No. They literally outlawed socialism and socialist practices under penalty of death. The "socialism" in the name comes from what I said earlier about them being supposedly anti-capitalist (at least when they were founded in the '20s) and denounced real socialism as "international" socialism.
Calling yourself something doesn't automatically mean that's what you really are, especially since "socialism" back in the Weimar Republic was just a buzzword that almost every political party claimed for mass appeal, regardless of ideology. Nazis were, overall, a conservative reactionary movement which strongly opposed the progressive attitude of Weimar.

No. Americans were generally the most opposed to it but even then there were people arguing in congress that it wasn't harsh enough on the Germans. A lot of people wanted to strip Germany of any ability to industrialize and essentially turn them into an agricultural shithole forever more.
They were okay with the Nazis because the Nazis were doing stuff domestically and abroad (Spain especially) to shut communism down, and people were so scared of the far-left because of what happened in Russia that they weren't as concerned about and kind of let their guard down with the far-right.
