That's the WAR upper. It's got a switch for suppressed/unsuppressed shooting, basically you have 2 different sized holes in the switch, which sits at the end of the gas tube. Supposedly prevents overgassing with a suppressor, which increases bolt speed and blowback. Reduces gas-to-face and bolt wear.

It is pretty simple a hole is drilled through the upper, an internal gas-through slides into where the gas tube sits normally inside the upper and carrier key, then the cross bolt holds it in and is also the valve. It has a small hole for suppressed and a large hole for unsuppressed. It ships with a shortened gas tube to fit into the receiver gas-through piece, or you can shop a standard tube to fit.
