The biggest issue you'd run into is that gunpowder has a maximum expansion speed, I think somewhere around 5,000 ft/s (I can't remember exactly what it was), but you start running into it when you start doing things like using buttloads of propellant.

It is. It was created to try and break the velocity record, but I believe it was beaten very shortly after by a more conventional round.
