It is actually the opposite.
These anime are created to entertain people who already have a reasonable understanding of firearms, not to introduce new casual anime fans to the world of firearms.
Military otaku have always existed. They are men who have spent their lives reading obsessively about guns and gun ownership, and they take vacations to other countries to actually shoot guns. They are like the CoD kids only they treat it more like a religion or a lifestyle choice. Airsoft and model tanks were the core products they spent their money on, as well as the Japanese equivalent to magazines like "Soldier of fortune" and "guns and ammo".
In recent years anime has begun to pander to miltiary otaku (the same way rail wars was made to pander to train otaku). Cute girls with guns and an integration of military puns and references that only these otaku would understand.
tl;dr
Pandering to niche otaku is not new, but in recent years anime studios have had more success with it.
