I also got interested yesterday and found a tool called Picasa Downloader, that at least let's you download large photo albums of a member very easily. Unfortunately it only supports displaying up to 1000 albums, and every post with an image is treated as one album. So if a member has more than 1000 posts with at least one image each, which a ton of them do, you can't use it to get all of the pics from their account. This is where I really wish I had some programming knowledge, to figure out how to interact with the Picasaweb API myself.
