Every city in the south is just like Detroit, the difference is Detroit is in the north where there aren't a lot of blacks.
Atlanta, Orlando, Miami, Charleston, Jackson, Birmingham, Montgomery, Baltimore, Memphis, especially New Orleans... it's all exactly like that. Abandoned buildings covered in graffiti, high school students who can't read, gunfights every night and sometimes during daylight.

I'd say: small to mid sized cities in Mississippi and Louisiana; certain black cities in Virginia; west-Texas cities Midland/Odessa; Vegas beyond the strip and downtown; Houston; South and West parts of Chicago; the Indiana part of Chicagoland.
If you look at poverty and crime stats, East St. Louis is the worst by a huge margin. Worse than Detroit. Worse than Chicago.
