Unlikely, but one can dream. First the terrorism issue needs to be tackled, then somehow you would need to get the Shias to accept a democratic alliance without their "imam" being involved, then you have to convince each subgroup that a union will benefit them rather than harm them (like convincing area A that their resources won't just drain without investment return to area B)
