Why the concern?
The economy will go to shit, the social system will have to undergo heavy changes. Only guys with higher levels of testosterone will reproduce and the government will import kebabs which will cause more and more problems.
This is one of the problems you don't have to resolve. Besides there are a lot of people already.
Also gov could change a lot of things to improve the families and stuff. The easiest solution for Japan would be to force kids to do school homework in pairs (boy+girl). This surely would do something. Maybe a lot of underage pregnancies, but still, you wanted more babies in the first place right?
Also when gov can force you to enroll in army, why couldn't it force single man and woman into some sort of monthly camps and encourage / force contacts? Don't tell me that all the "twf no bf, gf, friends" post all over 4chan here wouldn't appreciate such events?
The key is to take drastic action. Now all the gov is doing is talking. Talking will solve nothing. Breaking / changing not-working-norms-and-ethics system can do the job. Just maybe don't try importing kebab like Germany does now. Atm it seems the long term effects will be terrible.
