Canada's entire existence is subsidised and guaranteed by foreign powers and your geographic location, if you ever looked at a map you'll see that Australia and NZ aren't surrounded by friends. That's why we actually fund our military appropriately (24 billion a year to your 14), because it's actually necessary to pull our weight in our defence treaty with the US.
