Pretty much every Western country signed the 1951 refugee convention, and it's simply a humanistic decision made by many Western governments. A significant part of the Western country is not ideologically opposed to taking refugees (you can find the polls yourself), however the EU made a complete mess out of it.
Turkey entering the EU is nothing remotely like that. There is no support for this decision from the population of Western countries, let alone Eastern European countries. It would challenge the hegemony of Germany. Everybody but the Turks would be worse off.
