Getting a US visa (or in some cases, visa waiver) is a nightmare for Russians/Belorussians. It's on par with getting a Russian visa, which even doing as a student is very hard.

For EU folk it's pretty straightforward. You do an online forum (ESTA) and print it out. When you get to the States they'll print out a visa waiver and put it in your passport. Bam, three months in country.

So at some point after they narrow it down to the only legitimately acceptable ones, and then they still have to get cross out 3/4 of the list.
