In Brazil a lot of people look up to Korea's rapid rise from third world shithole into relevance, particularly STEM students. I think this is also probably the case in other third world countries.

I think that required 2 things.
1. a dedicated dictator/charismatic leader who knows economy (in Korea it was Park Chung Hee, Chun Doo Hwan and so)
2. emphasis on STEM which will help developing heavy industry (that was how Hyundai and Samsung developed)
Even having 1 kinda improves a lot and 2 usually follows 1. Like if you look how Chile improved its economy with Pinochet who used economists from the States. I mean he is kinda debatable figure but I personally think he did some real shit on economy. Also same thing happened in Taiwan with Ching Kai-shek and Singapore with Lee Kwan Yew. A lead knowing economy shit improving economy
