Because there has been a lot of slavic influence over the centuries. In Vienna, more than half the people have slavic anscestors.
Also, hungarians are no slavs. Doesn't matter though, the bigger cities in this area (Prague, Vienna, Bratislava, Krakov, Budapest) have been melting pots for different cultures for centuries, since they were all part of the same empire.
I think the sentiment of those countries being "eastern" comes from them having had the displeasure of being under communist control for decades.
All in all, travelling there has always been a pleasure, nice cities, countryside and people.

No ,they are Western Slavs. Slav are Eastern(Russian and russians in denial) Western(Poles, cehsetc).. and South (serbs,croats etc etc etc)
As Far as "Central Europe" Yes it exists however Europe is still divided by Eastern Block and Western Block despite what users here might say, a couple of pretty buildings built by German colonists does not make you Central. Living Standards, mentality and autism do.
IF you really want to experience two sides of Europe,travel from Sweden to Central Italy(I'm not implying one is better than the other,or worse, just different.). Southern ITaly is Mexico tier,esp the big cities,avoid.
