Establish Venice in a coast, develop buildings that produce gold, build the Colossus, the Mausoleum of Halicarnassus and the Great Lighthouse, buy a lot of defensive units for your cities, buy 2 or 3 city states that are near you. Use your Merchant of Venice for Militaristic City states and finally try to befriend a lot of civs for research agreements.

I hated how they had Napoleon as the leader in civ 5, but all the unique things about France were geared towards a cultural victory. didn't feel like it fit at all.
There was a mod that split france to two civs, one with louis 14th for cultural and napoleon for military. wish they'd do something similar.
