The problem is...nobody knows what Britain wants. That's why Cameron abandoned his post: he is saving his political career and at the same time stalling the article 50 procedure of the TEU (the process of leaving the EU).

Cameron's successor will have to make the choice: go through with the exit and fuck over the entire British economy, or save Britain and betray the electorate? The latter is possible since referenda in Britain are non-binding, but it'd be political suicide. British politics is now in that weird situation where nobody wants to win the next elections.

Even France and Germany are divided. France appears to be more in line with the EU institutions and Juncker in wanting a quick and painless divorce, whereas Mutti Multiculti wants to renegotiate with Britain. Speculations are that with Britain out the door France sees an opportunity to reassert its influence in the EU, while Merkel wants more Eurobucks.

The way things are going there might be another referendum, but it also depends on how the EU responds to a second vote. The first referendum also wasn't binding, so the British government is technically not obligated in a legal sense to do anything because of the outcome. Since both public opinion and parliament are also split down the middle, give or take, the potential consequences of calling for another referendum could be disastrous in a lot of different ways.

I suppose it might be possible for the vote to be dismissed if the UK could renegotiate its terms of membership with the EU, perhaps swaying public opinion in favor of Remain. At this point I'm doubtful it could happen, though. Top officials in the EU have called for the secession process to be sped up and have gone on record with statements about how the UK will receive no special treatment. The UK has already renegotiated its terms very recently, and in order to avoid the Brexit the EU agreed to compromise. The offer is unlikely to come from the EU.

And in the UK with Cameron's successor most likely being Leave supporter Boris Johnson, it's unlikely that the next PM will start things off by reaching out to the EU with a plea of compromise, and it would be perceived as a plea. For a Leave politician to come begging to the EU first thing after coming into office, it would be political suicide. And Boris Johnson has been eyeing the prime minister post for some time now, for him to do a heel-turn like that cannot be expected of him.

Basically, someone has to take a bullet here. It's unlikely that anyone will do it.

Yeah, that's kinda what I was getting at. It wasn't so much about him wanting to leave because of any higher principles, he just wanted to use the campaign to guarantee his next address would be 10 Downing Street. And now he's by far the likeliest person to replace Cameron, but then he has this whole mess to deal with. And he can't very well do a clear 180° on Brexit now without getting into trouble with the very people he's been trying to appeal to throughout his participation in the Vote Leave campaign.

Or the next PM could make the leaving process as slow as possible and after some years say that he wants to do another referundum to know if the opinion of the people didn't change and hope for having a majority for remain. Would be the safest way to do it without betraying the people who voted for out.
