The thing about corruption in America is, that for better or for worse, almost all our corruption is just at the high levels.

Bribing a police officer is quite rare (I've only known two people in my entire life who have ever done it......or at least claimed to), and bribing low level bureaucrats just isn't a thing here.

Our senators and congressmen on the other hand......that's another story.

When you are called for military service but don't go you can be legally taken by force by the army, again this gets fixed after moving a couple of influences and paying a fine.

In the old times (2000s and before) if you didn't do as the narcos/guerrillas wanted you were killed.
In the 2000-2010 decade under president Uribe there was this scandal about "false positives", basically, the soldiers of the army were given bonuses according to the number of guerrilla fighters they killed. Somehow, this evolved into an elaborate scheme to take innocent farmers by force, dress them up with guerrilla uniforms, killing them and reporting those kills to get the bonuses. Some sources claim more than 4 000 innocent people were killed this way.

In both cases money and influence are used to corrupt people and institutions, in order to gain something.

"Vote buying" at first seems just ordinary "electoral fraud" however, as soon as the politicians involved in it assume their posts, it degrades into extreme economical and political corruption, because the web of people involved in it (campaign financiers, people who used their political influence to promote said politician and sometimes, delinquents that used their power to coerce people into voting for their protegees) ends up benefiting from "illegal direct awards", positions in the public sector or government and so on.

The same happens wit santo's "marmalade". He needs enough senators and congressmen to make sure everything that his administration proposes is approved, then he goes to form a "coalition" and to keep it glued he hands in contracts and positions in either the government or the public sector to them or to close people, and the rest is just history.

it seems that those involved in the "marmalade" got money for their departmental governments, the congress got a pay rise in the form of more "parliamentary aid", besides government jobs, among other things.
