Exactly. If one party is expected to take up a lot of weight for the sake of everyone else, then the thing will collapse if they get "greedy" and pull out. Which is pretty much a free rider problem.
Like, in theory the EU is meant to offer security to everyone if people hold up their end of the bargain, it's just that the bargain is too jilted towards successful countries like England, Germany, etc
