The premiership is an executive office, not a legislative one. Just because the prime minister is traditionally a member of parliament is only because a government in the Westminster system has to pass a vote of confidence. There have been British PMs who have been Lords for instance.

The House Majority leader has no executive power and is no way analogous to the PM. The closer comparison would be the leader of the government in the house.

Basically Britain normally has a constitutional convention called collective cabinet responsibility, where the leading members of the political parties agree while in power to never publicly display their disagreements or compete with other another. This was temporarily suspended during the course of the campaign. It was supposed to allow the pressure of twenty five years of Euroscepticism to drain out calmly, but instead the referendum turned into a ridiculous cat fight with Boris Johnson essentially being set up as an alternative prime minister, and Cameron's authority draining away literally overnight due to scaremongering. The scaremongering led to voters getting pissed and in response turning to the Leave side.

The only economic effects they may have are trading with eu, but that really wont change much, at least not in such a small amount of time. And in many ways the devaluation in currency can be a good thing when thinking about trade.
