Can someone explain what the difference is between Germany and Austria? Why aren't you the same country? you wanted to join Germany in 1938 why not anymore? What's so unique and different about Austria?
Read up on Großdeutsche Lösung, and also WW winners always opposed merging into 1 country, they just were appeasing during the Anschluss era. Austria was so lucky to be labelled the first victim of Nazi Germany that they sort of had to distance themselves from Germany to make it believable.

Depends. Language helps creating community, but I couldn't tell you about cultural similarities with areas I've never been to. The thing setting the Netherlands apart the most might be the sea travel and colonies, while Austria's and Germany's predecessors stayed oriented towards within Europe.

I don't think France's modern-day excesses are really proof of anything. For centuries France was able to successfully adopt such a model (and they adopted it even more aggressively post-revolution). They even had Algeria which was part of France for several decades, and they were able to maintain things relatively under control. It's only since the 60's (and especially the 70's) that things have reached insanity-level.
That being said I also strongly disapprove of those who think that any country with the same language should necessarily merge. For example Croatia and Serbia are very different countries, despite the same language. However, in the case of Austria and Germany, I think it would make much more sense for them to be together.
