That event is graduation from our equivalent of high schools (gymnasium). Pupils who are about to graduate that spring will dress up in all kinds of dresses (pretty much anything goes, when I graduated some dressed as Arab terrorists and stuff). Then they will go around their old schools (lower elementary and upper elementary) to see their old teachers and distribute candy to youngsters (this originates from the fact when candy was considered luxury product and these fresh graduates wanted to show off they got money). And in the evening they will get shit faced, after this starts their 3-4 week long study period before national tests.

It's sort of an initiation ritual. Second year students tell the first years to be somewhere, wearing clothes they don't mind getting dirty (might also be themed), usually after the first week of school. They all get together, maybe a few words are said, and the first years are paraded around while getting covered in various foodstuffs and having to do some mildly embarrassing tasks. There might be an element of older students taking "slaves" for the duration too. There could be singing or chanting depending on the school. After it's all done, the older students congratulate the first years for being good sports and invite them to the after party, where they will be given free drinks.
The idea is for everyone to have fun, so it's not good to go too far and upset people. The stuff they do is typically pretty mild, although I've heard some schools have banned it after they did something stupid.
