Uniting the 3 main islands is a mistake desu. The cultural difference between the 3 main islands is so great that all hopes of actual development is as dead as the future of this country.
The Spanish should've just stuck with Luzon and left Visayas and Mindanao to whoever wants to take it.

Well for starters Mindanao is mostly Muslim and is probably comparatively closer to Indonesia or Brunei than to the rest of the Philippines.
Visayas is a smaller archipelago and as such each of its islands are significantly different from each other in terms of language and to a certain extent, culture.
The reason behind this is that the Philippines wasn't a single unified group of people before the Spaniards came, it actually consisted of several and completely different tribes and kingdoms and each of these kingdoms have their own identity.
Atleast in Luzon, even though there are significant differences present in the groups of people found there, these groups are still united by virtue of the geography since Luzon is essentially one huge island.
