Yes, but it is failing as we can see. Europe is too diverse region to be united. You cannot combine agrarian shitholes like Poland, Romania or Portuguese with industrial giants like France or Germany. European countries have too different laws and economies to be united together. And it's not talking about opposite international affairs interests: their economies compete with each other, they have different and sometimes opposite opinions for international issues. Poland is extremely anti-Russian while, say, France is interested with trade with Russia. I think it could be viable if it was alliance of Germany, UK, France and Benelux, maybe Nordics ( m a y b e) and not more.
