What's the difference between Hispanics and Latinos?
latino = anyone from latin american
hispanic = american term for anyone who speaks spanish. generally used as an insult toward ugly little brown mexicans.

Not 100% sure but US Americans call any immigrant from a spanish speaking country a latino/hispanic. I remember I read this was enforced under Nixon because they didn't fall under other "races". Yes, they catalogued latino/hispanic as a race. I don't know about now though.

Nowadays we have "Hispanic/Latino" as a separate category on government forms, it's really weird. Like for my driver's license, they asked what my race was, and then they asked if I was Hispanic/Latino. So "non-Hispanic White" and "Hispanic White" are two separate groups as far as the government is concerned. Same goes for blacks.
