Santiago aand Valparaíso are in the center, there the climate as you say is Mediterranean, but it can snow in Santiago from time to time. Concepción is colder but it won't snow because it's next to the sea, but anything south of Concepción is green, cold and snowy.

Punta Arenas here. It's a bit boring, not much to do in winter. Much better to visit I suppose. I guess Los Lagos is quite comfy, specially in Puerto Varas area or some parts of Chiloé.

It snows mostly near the mountains, so you will most likely will need to be in a village near or in the andes more than in a City.
It even snows in the north, that is basically desert, so it's more about getting high than getting south.
