On one hand you'd say it's not common enough, on the other hand you'd have to deal with millions of self-employed schmucks who don't really have a clue what they're doing and ask way too much money for their crap otherwise.

As bad as a commie country can get. There are still some crazy dudes who will pass through all the bureaucracy and amazingly high taxes and try to enter the market against other, much bigger, foreign companies though.
But the vast majority prefer simply to work in a public office. At least this is the desire of the majority, it's just easier even though this is fucking to the economy.
