We learn it from the start along with the Polish anthem but we sing it much more often and play it before the Polish one(unless it's some political delegation visit).

The Moscow anthem is quite a popular song, I guess it's better known than the Russian anthem here

No, it's used in different conditions. National is used on formal occasions, this one is often used in less formal situations - I've heard it being played at football matches, for example
