London's anti terrorism squad are somewhat competent, so they've managed to foil some major ones over the last few years. Paris is unlikely too, after the wake up calls they've gotten recently.
I would say Brussels is pretty likely, just from seeing how their security apparatuses and government handled the last couple attacks it's basically a terrorist's wet dream. Then perhaps Berlin/Cologne/Munich for obvious reasons. And I'd expect a couple minor ones in Scandinavia too (either Stockholm, Mälmo, Oslo or Copenhagen).
That's my forecast for the next 5 years or so.
I'd honestly be scared to visit France for the EURO.
