Well, Africa is actually rich with resources, just slightly more isolated compared to Eurasia hence their inability to develop to the extent we did. If they magically traded places, life would be hard for both, but Europeans would fix Africa in probably 100 years and Africans would ruin Europe.

There are so many factors that comes into play here it would be hard to put up with. Africa still struggles from tribal and ethnic warfare. If they were switched where would which ethnicity go to what country? Who ends up being in charge of what? Same goes for Europe.

Assuming all institutions are the same, Africans could potentially increase their standard of living by quite a bit at a faster pace with the "head start". While the average European probably wouldn't know what the fuck you need to do to survive in Africa, especially Europe being an increasingly urbanized society, while Africa is not, there would also be a higher proportion of highly educated people who would be able to maintain some kind of order so while they would regress in standard of living I think they would be able to "tread on water" and not starve to death to much.
I don't think either would be able to "maintain dominance", they'd both be kinda shit for a long time for different reasons. There are parts of Africa that are dense jungles with no roads or buildings and would take decades to build up no matter who lived there. There are whole countries that have just one university and a few major hospitals that would have to deal with the struggle of trying to cater to millions of Europeans who aren't used to living in a society where everything they took for granted is scarce and will take decades to start over. Meanwhile the Africans in Europe would have to deal with trying to integrate millions of people who have never even seen electricity in their lives and are potentially illiterate into a society that has a lot of infrastructure but needs people to know how to maintain it. Creating an educated population would be easier than it was in Africa, but the cultural change associated would take more than a generation to have an influence.
This is assuming everything is happening in isolation of course. The Chinese might go in both and fuck shit up because they wouldn't have to deal with any of that and they can loot both continents for their resources while they're down.

West Africa was able to develop metalwork independently for example, but had no proximity to Mesopotamia/the Near East where all the innovation was coming from so it didn't get expanded as much. They did have some interesting cities/urbanization though and literacy through the spread of Islam.

As a country we are quite incompetent to be honest. However, even we need multiple specialists to run our state. From engineers, doctors etc. through lawyers and accountants to technical advisers and plumbers.
If a country is to be run at some normal level you need an education system capable of producing such specialists.
You simply can't take a sheep herder and expect him to build a modern road.
If we avoid the whole lolniggers argument, africa is severely lacking the social structure to produce specialist capable of maintaining a modern country.
EVEN if you GIVE them a country for free they would not have the capacity to maintain it. So a massive down scaling would be observed. As electricity, plumbing and road maintenance would go off line.
On the other hand I doubt the majority of the population from europe would be able to cope with living in a country with afircan level infrastructure.
As people here are too reliant on specialists and that swap would require everyone to become moderately competent at broader aspect of tasks.
Further more our social structure might not survive as multiple rebellions are set to occur.
So all in all that would make both africa and europe worst off then they were for a long time.
