If someone has studied the history of art, the major movements in a certain time period, can tell you how it reflects upon and impacted culture at the time, can make a cohesive analysis of a certain piece and is educated on the process of making art itself I'd consider that person an art expert. I think post-modernism is crap but that doesn't mean the concept of being able to acquire expertise on art has to be dismissed, and at least it'll be interesting to study on the future.

There's a difference between modern and pre-modern art. Pre-modern art is actually something that can be studied because not only are there multiple movements, but they also take a more formalistic approach to beauty. When discussing for example the paintings of Caravaggio, the Dutch Golden Age painters or the Italian Masters you could go on for literally hours about color, perspective, composition, the placement of certain individuals or buildings, themes et cetera. (Post-)modern art is entirely empty because it's no longer about beauty or aesthetics and all about being "new" and "shocking". That's why this can happen today:
