Never been to Italy, but I imagine they're like that.
The French one can be debunked (though I didn't ask random Parisians for directions like some entitled American, actually adressing museum staff, hotel staff and tour guides in French goes a long way though).
FUCKING HELL can I confirm the German one. Even when explicitly trying to adress Germans in German, they respond in English. I've literally used more French than German in Berlin because of this.

Yeah I never got why Germans always did that. I can't learn german when they speak english and their english is already so well off that they need no practice.
