I want to live in a peaceful place like this in South America preferably Argentina, Uruguay or Chile. How common are they and how easy would it be getting there?

All the cordilleran patagonia has those landscapes. By easy about getting there you mean transportation or legally? You can get there in about 3 hours from Buenos Aires taking a plane.
IMO the comfiest places in argentine patagonia are: San Martin de los Andes and Villa la Angostura.
