The Iranian government is probably the most hostile government towards Israel, and obviously most Iranians hate Israel too but not as much as Saudis or Pakistanis (who are more religiously fervent on average). However, the Saudi government semi-overtly has ties with the Israeli government. Obviously they're not friends, but there's mutual interest there, both Saudis and Israelis see Iranians as a bigger threat than each other, which is realistically true.
