In third world countries, there's not really much of a difference between having one kid and having five kids. Raising enough money isn't much of an issue, which is why they don't worry about having too many.

In first world countries, it's a lot more expensive to raise an extra child. Even though you earn more money in a first world country, the cost of raising a child takes up a much higher proportion of that, typically because you are obligated to buy all the luxuries that a child would expect.
