Mercosul is struggling a bit right now as some countires are going through tough times and political instability. Venezuela is close to civil war, Brazil just impeached Dilma and Argentina has been struggling during the last decade due to populism. Now Macri is trying to change that but argentines are not too fond of him right now as he's been takinf some unpopular, but necessary measures.

This wouldn't be such a big issue if the Mercosur itself would actively push new agreements with other countries or blocs but in order to strengthen the "internal market and industry" meme, the Mercosur hasn't move in decades.
