Descendants of ANCIENT FINNS
Most of Northern Scandinavia was very sparsely populated until modern days (or well it is still today). Even if kingdoms claimed areas in the north, they rarely had any intention of populating/improving the said area, thus leaving those very few hunter gatherers other small tribes men alone. Eventually when the idea of nation state grew in Europe and borders became more of a issue these people were absorbed into these new nations. Forest Finns are just remains of the very northern most (among with Samis) people living in the rural areas where no sane people would otherwise go. Now they are just Swedes/Norwegians with some genetic origin from the other side of peninsula.
