Just off the coast there are still stranded muslims from burma the rohingya
and in the triangle there are chinese minorities being hunted down not too long ago in combodia and Indonesia and they did not accept any refugee
they probably won't even house earthquake victims from their own country
so this is just wishful thinking on their part, mostly due to euros being so scummy

Actually, they are welcoming to foreigners, so long as they don't cause trouble and speak Mandarin. In fact, if you do that, you'll probably be welcomed far better than you would in many other countries.
