In all of the relevant parts yes, though if you go the less relevant but francophone parts (by relevant I'm speaking from a tourist standpoint here) then you'll find it's a whole different story.
In fact, even the gay village (which is fairly touristy) as well as the Olympic Park, those are in the Hochelaga area (near the Beaudry, Viau and Pie IX metro stations IIRC) and therefore, despite it being fairly touristic, the linguistic situation is completely different from the core Downtown area.
