The racial aspect of the census is a holdover from the time when it was necessary to know how many blacks were in a state because they only counted 3/5ths for determining the state's population which determined how many representatives the state got in congress.
Modern justifications for keeping the racial numbers are so that we can measure disparities between races for earnings, jobs, crime, etc.
The 10-year census is a constitutional requirement, so its really hard to change anything about it.
