They don't know in the 90's Brazil was a shithole with constant power outages, water with low pressure, prices changing everyday due to hyperinflation and people wore 70's clothing because modern clothing was too expensive.

So you don't have any memories, all you can do is open an history books(actually i think you use wikipedia) and think "HOLY SHIT THE PLANO REAL WAS MADE IN 1994! Education in brazil is historically terrible, and the focus of the government was mostly in quantity and not in quality. But without proper management, especially considering all mayors and governors involved. When the money ended, the higher quantity became too expensive and the already mediocre quality had to drop first.
Technology investment was just made of bad bets, petroleum extraction technology, shipbuilding industry, mineral extraction and in general large projects trying to skip steps instead of building the base for the private initiative and academic research.
