In full world crisis she raised exponentially social programs costs to the point that the law wouldn't allow anymore, using creative account to release budget (which continued practice led to the current impeachment accusation).

Her economic policies "nova matriz economica" was based on giving subsidized credit and tax exemptions to authorized sectors of the economy while overtaxing others, and with the world crisis and lack of government budgets to support those noncompetitive they broke. They also expanded this to give credit to poor people, and now roughly 30% of the population is defaulting, collapsing the internal market.

Many very expensive construction projects to support the constructors cartel that pay bribe to her party, many still unfinished way over the initial budget and deadline, some of those in partnership with partner socialist countries that might as well never pay back.

The answer to the government budget problem was only to increase taxes, including recreating an old tax over every banking operation entirely to pay the deficit on the pension system to avoid doing unpopular reforms. And more credit.

Education in brazil is historically terrible, and the focus of the government was mostly in quantity and not in quality. But without proper management, especially considering all mayors and governors involved. When the money ended, the higher quantity became too expensive and the already mediocre quality had to drop first.

Technology investment was just made of bad bets, petroleum extraction technology, shipbuilding industry, mineral extraction and in general large projects trying to skip steps instead of building the base for the private initiative and academic research.
