Not necessarily clerks and service but random people were always terribly nice, from giving directions to indicating good local places, or even random acts of kindness. There was a girl who even gave me her seat (I was in a standing train and had slept at the train station so I was probably visibly tired), she then gave me some of her food too.

As a guy who travels a lot and talked to people on all financial status, I can say:
Korea: civil, but not that friendly. Well at least the stewardess at my flight on Asiana Airlines was kind.
China: Territorial clams aside, mainland chinese ppl will most of the time try to sell you stuff or do something business related. They are friendly if they try to sell you stuff.
Japan: I admire their hospitality, though some people avoid gaijins who does not speak the language of the moon. This has been personally proven by me. But once they talk to you, they're polite and friendly. Also, they avoid ppl with visible tattoos.
