An Emperor is someone who rules an Empire, i.e. territories including multiple ethnic groups.

Japan was not an Empire, except for a brief period in the 1930s/1940s.

"Emperor" comes from "Imperator" in Latin, it refers to Emperor because Augustus had "imperium" over several provinces, i.e. not just one. Japan would have just been one Roman province and its ruler would have been translated as "Rex".

Sometimes when a term is translated, there is not a real word for it in a different language, so they pick a word close to it. In Japanese, "天皇" does not mean that Japan has different territories and people.
There are many words that are hard to translate from Japanese to English, such as "木漏れ日" (light falling through trees). "ごちそうさまでした" and "お疲れ様でした" are also hard to translate, because you just say "Thank you" in English.
Language and culture are intertwined, and it is hard to convey cultural concepts into a different language. Thank you.

Yeah, but Japanese grammatical particles are written in Hiragana, which the Chinese can't read. The grammar and sentence order is completely different, Chinese grammar is much closer to English in terms of phrase structure.
Add simplifications(or lack thereof), changes in meaning, different preferred terms, etc. etc. etc. and you'll find that a Japanese person can only read about 60 percent of a Chinese text after studying basic particles. Because of the use of Hiragana and Katakana, a Chinese person would be lucky to be able to vaguely guess the gist of a Japanese sentence.
