Also Vicky 2 is the most overrated of all paradox games. If you're new you should probably start with eu4 with is the easiest to get into.

Buy darkest hour on steam and install Kaiserreich mod. I have more than 1000 hrs (havent unistall it since 2012). You wont regret it.
I had the same experience like you in Vicky2. I started with an easy country (Colombia). I developed economy, army, etc...but there werent any type of events and as a whole the game was boring.

Playing something with no hope of reaching GP status is boring as fuck, but many countries have a lot going for them. HoI seems like it has the same "problem" to me, but I haven't really put much time into it.
Prussia is fun, but the diplomacy micro gets kinda messy and the game becomes trivial after you form Germany. Sweden is good too since you can easily become a competitive GP, but your tiny population holds you back from becoming too overpowered in early game.

From what I'm hearing, the early game is fun but the AI is too passive even at higher difficulty settings. That sucks, even shitty combat is better than no combat.
Reminds me of GalCiv 2. Really passive AI so all you do is create an economic empire and occasionally conquer pacifists.
How did SMAC do sci-fi 4x so well and everything since just kind of sucks?

When you start the game there's an option to create "advanced" AI nations besides the regular ones.
It doesn't makes them "smarter" but gives them initial boost so they'll blob faster I guess.
