Well i can tell you it's protected(kinda rare), as in you cant take that name in Finland without a legit legal reason.
No idea what it means but Кapиoлa means the same thing in Russian.
So it's probably old ass finnish nobody even knows what it means anymore.

As far as I know it doesn't go into your public record but I might be wrong. If an employer asks about your military service you can just say that you have done your duty to your country, which is technically correct since I might have shot someone if I actually went there :DDD, so essentially by being absent I saved fellow Finns.
