I think the issue here is that they are confusing the finer difference between the meaning of the word "floor" and the word "story". A story is a floor above the first floor. In German they say "im ersten Stock" and that means it is on the second floor but "Stock" is something different than "floor". I assume there is a similar dynamic in France.
