I honestly can't think of any that were unironically good. Tito probably gets the most admiration from the people he used to rule, but his policies helped exacerbate the ethnic tensions that lead to Yugoslavia's destruction and the economy was based off of borrowing so the IMF would have demanded neoliberal reforms if Yugoslavia still existed.

This. GDP per capita is simply the average amount of wealth produced by an individual. It's the value of goods and services produced domestically in a country divided by the total number of people. It does not take into account other things that add to (or subtract from) your income, such as income earned by owning productive assets overseas or government spending and all that. Having a high GDP per capita is good, you need productive people to generate all the wealth needed for high standards of, but it is not the end all be all. An extreme example is Kerala, India. It is the most developed and highly educated state in India, but also has some of the GDP per capita. That's because they have ~3 million citizens working abroad and sending remittances back home, which doesn't count towards their GDP per capita.
