Because since the last year owner can stay the plate and they usually do this. And here we see that this car was bought to years ago by someone and OP says he just bought it. The OP is form Moscow (judging by the license plate) so it greatly depends on where exactly do you live. If your home is in close proximity to a subway or a train station than you are gucci without a car most of the time and it would be much cheaper to get a taxi every time you need a ride somewhere. However, if either your home or your work are far away from subway stations or you have a country house (a.k.a. "dacha" most Russians have them in addition to a flat in the city) that you visit often, car is pretty much the only choice of getting your arse anywhere. For example, my dacha was in another region, almost 200km away from Moscow to get there I could either drive 3 hours or take a few trains that will make the trip 4 or even 5 hours long. So yeah..
