Trade was more landbased. There wasn't a lot of trade in the Atlantic ocean (except for the Channel and the Baltic sea) before the discovery of the Americas.
I suppose you need a large supply of food to sustain a city of the size of Paris. The sea can't provide enough fish while the fields can.
Paris is on the Loire, which is a good way to supply the city. Warsaw is on the Vistula.
London is as much a costal City as Paris btw.
